What a Government Shutdown Means for Flood Insurance in North Carolina

October 14, 2025 By Just For Buyers Realty

a road sign on the road

If you live in coastal or flood-prone parts of North Carolina, here’s a heads-up: the National Flood Insurance Program (NFIP) has lapsed, thanks to the federal government shutdown that started on October 1. That means while existing policies are still valid, no new policies can be issued, and existing ones can’t be renewed until Congress restores funding.

What Happens Now — North Carolina Edition

  • Existing coverage stays active: If you already have an NFIP policy, it will remain in effect through its full one-year term.

  • No new or renewed policies: Homeowners or buyers trying to get or renew flood insurance through the NFIP will have to wait until the program is reauthorized.

  • Pending applications matter: If your flood insurance or renewal was already submitted and is pending, check in with your agent ASAP to see where it stands.

  • Claims will still be paid — for now: The NFIP will continue to process and pay claims using available funds. But if those funds run out, there could be delays until the NFIP is able to tap into additional resources or Congress steps in.

  • Impact on properties in Special Flood Hazard Areas (SFHAs): If your home or business is in an SFHA (and your community participates in the NFIP), having flood insurance is often required during real estate transactions. Without available coverage, deals could be delayed or rejected until the program is back up and running.

  • Look into private flood insurance: Until NFIP is back, your best option may be private flood insurers. Make sure to check with your insurance agent to see what’s available locally — it may help bridge the gap until NFIP returns.

Why This Matters in North Carolina

North Carolina is especially vulnerable to flooding — coastal storms, hurricanes, and heavy rain are regular parts of life here. Many homeowners depend on the NFIP to get coverage they might not otherwise be able to afford. When the program goes offline, it leaves people in a tough spot during an already risky time of year.

If you’re in the process of buying or selling a home, or just want to make sure your flood protection is solid, now is a time to talk with your insurance agent. Ask if private options exist for your area, how pending renewals are handled, and what steps you might take if coverage is temporarily unavailable.

Let me know if you want help finding private flood insurers or understanding how this could affect a property you’re looking at in coastal NC.
